The main perk of the Cloud Plus is the low list price of $70, and while we suspect this will be a draw for many parents, we caution that at least in this case, you get what you pay for.
It has great comfort and safety features that include the 5 point harness restraint system.

We wish this stroller came with a locking mechanism to keep it from opening unexpectedly when folded
The Cloud has plastic wheels with the dual front wheel design that makes maneuverability difficult. This stroller rolls and turns on flat surfaces without some work and it isn't that responsive or smooth.
The seats of the stroller cannot be detached for cleaning. However, they are made of a wipable material so you might not need to detach them for the sake of cleaning.
Front swivel wheels cannot be locked. That can make it trickier to maneuver the stroller on bumpy or uneven surfaces.
